UNITED NATIONS—The five most powerful members of the United Nations Security Council are close to agreement on a resolution to implement a deal to destroy Syria's chemical weapons without the immediate threat of sanctions or military action to enforce it, diplomats said.
If Syria doesn't comply with the plan, under terms being discussed, the Security Council would meet to vote on a second resolution that would impose enforcement measures, but that also could be vetoed by Moscow.
