Law360, New York (May 29, 2013, 1:54 PM ET) -- A New York appellate court on Tuesday deep-sixed orders issued last year by New York City Mayor Michael Bloomberg that would have sharply curbed pay and benefits for unionized city employees after electricians, plumbers, operating engineers and other skilled laborers claimed they were imposed without notice or consent.
