I haven't time at present to follow up and add the sense and reference quoted in the following 'pedia quote, but I see the OED2+ has several cites of similar usage at around the same time, ie ''come out for'' = ''publicly support'', which it suggests are precursors of ''come out as [gay]'' -- if anyone else has time, please do so.
